Wherever you want to put it should be fine. Trust me that even little rats are perfectly capable of scaling the side of the cage - in fact, when you see a six weeker ninjaing upside down across the ceiling of the cage, you stop worrying if they can reach things. It might take them a while to get used to it - I've noticed that rats are sometimes unsure about "moving ground" at first - but have no fear that they will get themselves into it. My flatmate's girls had a "penthouse suite" at the top of the cage - basically, half of a 2 part clip together igloo that was fastened securely onto the top of the cage with wire, and they would get into that just fine after climbing the side of the cage, even with huge mouthfuls of bedding, shredded paper or food.

Or, why not put in two hammocks?
Either place would be fine, but I do find that rats prefer their hammocks higher in the cage. So, if it were me, I would place the hammock on the top level.
